Luis Fernando García is the Co-founder and Executive Director of R3D: Red en Defensa de los Derechos Digitales, the leading digital rights organization in Mexico and one of the most recognized organizations in the region in this field.

For more than 15 years, Luis Fernando has developed, coordinated, and implemented collaborative research, advocacy, litigation, and communication strategies on a diverse range of human rights and technology issues, achieving significant national and international media impact, policy change, and judicial precedents.

He has coordinated complex collaborative investigations on technology-related human rights abuses, which involved coordinating with human rights defenders and journalists targeted with spyware, local and international human rights organizations, national and international media, tech companies, and officials from international human rights bodies resulting in groundbreaking reporting that achieved remarkable national and global impact.

As a policy expert, he has advocated with high-level officials from governments, congress, the judiciary, international and regional human rights bodies, and companies on human rights issues related to technology, including privacy, freedom of expression, and the human rights impacts of automated decision-making systems and artificial intelligence, at expert consultations, hearings, negotiations, conferences, and other meetings.

Luis Fernando has authored and contributed to articles on a diverse range of human rights issues related to technology, including communications surveillance, freedom of expression and media, artificial intelligence, and facial recognition and discrimination
